Every year, enterprises and housing complexes spend a huge amount of fuel resources. This leads not only to pollution of the environment by emissions and emissions, but also to large costs that could have been avoided.

The main purpose of conducting an energy survey is to find a way of the most rational and economical use of energy resources through the implementation of unique measures developed based on the results of the survey. The result of even a simple energy audit (thermal imaging survey)
Usually it becomes reducing costs, extending the life of buildings and structures and optimizing equipment operation.

For whom energy audit is required?

An energy survey can be both a mandatory and voluntary procedure.

According to the Federal Law on Mandatory Energy Inspection, a list of facilities for which an energy inspection is mandatory has been drawn up and approved. This group mainly includes large enterprises with a consumption of more than 6 thousand tons of standard fuel, as well as housing complexes and various kinds of state institutions:

  1. Enterprises and organizations in which the state or municipal bodies participate;
  2. Enterprises and organizations engaged in the transportation, extraction or production of natural gas, water, electric and thermal energy, oil, coal, natural gas and products based on them;
  3. Enterprises and organizations engaged in regulated activities;
  4. Organizations whose total costs for the consumption of natural gas, diesel and other fuels (excluding motor fuels), fuel oil, thermal energy, coal, electrical energy exceed the amount of corresponding energy resources in terms of value established by the Government of the Russian Federation for the calendar year preceding the last year before the expiration of the next mandatory energy audit;
  5. Enterprises and organizations carrying out activities in the field of energy conservation, funded in full or in part from the budget of the Russian Federation.

On a voluntary basis, such a procedure is determined by the head of the enterprise in order to reduce the cost of fuel resources.

What measures are taken at energy audit?

During the energy audit (energy audit) the following measures are taken:

  • Analysis of the state of power supply systems, heat supply, water supply, technical equipment park of an industrial enterprise (facility);
  • Assessment of the state of systems and measuring instruments - devices for energy accounting and their compliance with the established requirements;
  • Identification of unreasonable losses;
  • Assessment of the state of the system of rationing energy consumption and energy use;
  • Checking the energy balance of the enterprise (facility);
  • Calculation of specific norms of energy consumption for manufactured products or types of work;
  • Assessment of the feasibility of the main energy saving measures implemented by the enterprise.

The duration of the energy survey depends on the complexity of the object, the number of measurements, the depth and detail of the information collected.

What is the result of an energy audit?

According to the results of the energy survey issued:

  • Energy passport, developed in accordance with the Federal Law on 23.11.2009, No. 261-FZ and the Order of the Ministry of Energy of the Russian Federation on 30.06.2014 No. 400;
  • technical report on the result of the energy survey, developed in accordance with the Order of the Ministry of Energy of the Russian Federation from 30.06.2014 No. 400;
  • energy saving passport developed in accordance with the Orders of the Ministry of Energy of Russia from 30.06.2014 No. 398 and 30.06.2014 No. 399;
  • Notice of registration of the energy passport in the SRO;
  • Notification of the registration of an energy passport with the Ministry of Energy of the Russian Federation.

Stages of energy audit in "Garant Expert"

An energy audit begins with a visit to the surveyed object, drawing up an energy survey program and collecting the main characteristics and data necessary to obtain a complete picture of the research object.

After analyzing the source data and documents begins instrumental energy audit.

Documentary examination

During the documentary survey, the energy auditor:

  • determines the specifics of the production of the main technological processes, the composition of the main equipment and buildings
  • collects data on the existing contractual terms with energy supplying organizations, on the use of resources at the enterprise (heat, water, gas, electric power)
  • inventories and evaluates and all consuming equipment, its current state and mode of operation.
  • analyzes the project documentation, architectural planning data on the structure and data of the technical passport BTI
  • collects data on the number of people, staff and visitors to the building or organization,
  • understands the loads and technical characteristics of the main equipment,
  • collects financial data on payments, bills, utilities and other services.

At this stage, the energy auditor determines the places where losses of energy resources may exist, assesses the potential for energy saving and determines the main directions of the energy survey and the scope of the required instrumental survey.

Instrumental examination

It involves various types of measurements, for example, thermal imaging diagnostics of enclosing structures, heating networks, boiler equipment, chimneys, electrical installations, electric motors, etc. Measurements of power quality parameters. Measurements of myrroclimate and indoor lighting, etc.

According to the results of the survey, the collected data are analyzed and aggregated in the energy passport, which will then serve as a guideline for monitoring energy efficiency, and an energy saving program will be developed.

Energy audit of heat networks (heat supply systems)

Inspection of heat supply systems involves the conduct of thermal imaging and instrumental examination of boilers, heating networks, heat points, consumers of thermal energy and boiler and furnace fuel.

Energy audit (thermal imaging) of buildings and structures

The main tasks during the inspection of buildings, structures and structures are:

  • calculation of heat loads on heating, calculation of heat loads of fresh air ventilation systems,
  • calculation of heat energy for hot water,
  • analysis of actual and rated regulatory indicators of heat energy consumption,
  • determine the energy saving class (energy efficiency class),
  • balancing the consumption of heat energy
  • determine the specific consumption of energy resources and water.

Energy audit of power supply and consumption systems

It involves the inspection of lighting systems, RTP, TP, VRU, GRShch, power lines, electric motors, inspection of technological processes, technological lines.

Energy audit (thermal inspection) of equipment

Industrial consumers are unique objects with a complex structure of energy management. The uniqueness lies in the fact that systems of consumption of various fuel and energy resources are concentrated in a single closed space. The industrial consumers of fuel and energy resources include GRES, CHP, HPP, various grid organizations. A survey of such consumers of fuel and energy resources is characterized by increased complexity and requires maximum expert training, knowledge of the regulatory framework, and special teaching materials.

Energy audit of organizations with state or municipality participation

Mainly associated with the survey of schools, kindergartens, administrative and production institutions, hospitals, sanatorium and recreation complexes, cultural institutions and the arts, and more.

These facilities are usually municipal property or organizations with state participation, and therefore, in accordance with the requirements of the Federal Law No. 261, are obliged to approve and implement energy saving programs and save energy resources by 5% annually for five years following the energy survey . This means that the measures proposed for implementation by the energy auditor should be carefully calculated and verified, since the result of the final savings will depend on the professionalism of the energy auditor directly.

What is energy audit?

Energy audit (energy audit) - a comprehensive assessment of information on the use of energy resources, aimed at obtaining objective data on the amount of energy resources used and identifying the possibility of cost-effective optimization of energy resources consumption.

What is an energy passport?

Energy passport is an official document approved by the Order of the Ministry of Energy No. 182 of 19 on April 2010 of the year, provided as a result of an energy audit and indicating that a mandatory energy audit has been completed. He gives all the information about the indicators of efficiency of use of fuel and energy resources in the course of economic activity. The energy passport allows you to assess how cost-efficiently energy resources are used, as well as to identify opportunities for further optimization of the consumption of technological energy.

The energy passport must be checked at the Ministry of Energy of the Russian Federation and entered into the state register.

An energy passport is being developed every 5 years.

What does an energy saving program consist of?

The energy saving program should consist of:

- analysis of the current situation
- recommendations on energy saving, which relate to all major facilities, buildings and processes,
- calculation of investment costs and payback period of energy saving measures,
- plan for the implementation of energy saving measures.

The development of energy saving programs and the introduction of energy efficient solutions allows enterprises, housing complexes and various institutions to significantly reduce the cost of fuel resources.
