Examination of budget documentation
Estimated documentation is the final part of the design of construction, installation or repair work, which is created in order to calculate and coordinate the costs of construction or repair. Estimated documentation is compiled in stages, starting from estimated calculations for certain types of work, ending with object and summary estimates.
When preparing the budget documentation, a whole list of data is used. If the document is created for capital construction or reconstruction work, project documentation is required, as well as a set of all necessary types and volumes of work.
If we are talking about budget documentation for repair work, a defective statement is required, which will also indicate the types, volumes of work and production conditions approved by the customer. In the general sense, design estimates are a set of documents where the cost of building an object is justified and fixed. Estimated documentation gives the right to obtain permission to work, and also serves as a tool for monitoring the progress of construction and the quality of building materials.

Recently, cases of litigation between the customer and the contractor due to incorrectly drawn up budget documentation have become more frequent. Such situations arise not only because of the low professionalism of the performers, but also as a result of their dishonesty. In the first case, errors are made in the calculations, incorrectly selected regulatory frameworks are used. In the second case, contractors raise prices for construction materials and artificially “wind up” the cost and volume of work. As a result, such an incorrect estimate leads to financial damage. To protect themselves from such problems, the customer requires an independent examination of the estimated documentation.
In which cases do you need an examination of the estimated documentation

- The customer is not sure that the design work carried out complies with the established standards.
- The volumes of the planned cost and associated costs were incorrectly calculated.
- In a situation of incorrect determination of the construction period, which provokes an unplanned increase in costs.
- It is necessary to make sure that the cost and volume of work performed comply with the technical specifications, design tasks, as well as the requirements of the initial permissive and contractual documents.
Of all these situations, when the customer resorts to an examination of the estimated documentation, the most common is the lack of planned investments. In the vast majority of cases, this indicates that the estimate was not drawn up correctly in order to mislead the customer. Unfortunately, unscrupulous contractors take advantage of the fact that the customer does not have special knowledge, is not able to analyze design estimates and identify unreliable indicators.
Expenses for transportation, labor, coefficients for recalculating current prices and other expenses may be deliberately increased. All this inevitably leads to a significant cost overrun of the construction budget. Such cases usually end in litigation, which again entails a loss of time and additional financial costs.
To avoid all of these problems, before starting construction, it is worthwhile to conduct an examination of the estimated documentation. According to the Town Planning Code of the Russian Federation, documentation for capital construction objects and the results of engineering surveys performed to prepare this documentation are subject to examination.
The customer has the right to choose a state or non-state examination, where they send documents for research. However, it should be remembered that in relation to particularly complex and dangerous objects, objects of cultural heritage and a number of others, the legislation requires an exclusively state examination.
Also, an examination of the estimated documentation is not necessary for some categories of structures: private residential and apartment buildings, buildings with no more than two floors, no more than 1500 m², as well as some other buildings and structures of simple structures.
Who can I contact for an examination
As mentioned above, with the exception of a number of cases, you can apply for an examination both to a state organization or to a commercial one. State examination is carried out by the executive authority of the constituent entity of the Russian Federation or by a state institution subordinate to it at the location of the land plot.
If the choice falls on a non-governmental organization, you should make sure that it has the necessary accreditation for such work. The basic requirements for such institutions are regulated by Article 50 of the Town Planning Code of the Russian Federation. The staff of the organization engaged in non-governmental examination should have at least five licensed specialists who have received registration in the licensing chamber. The presence of accreditation is confirmed by a certificate issued by the relevant federal executive body.
According to the Town Planning Code, from April 1, 2012, conclusions issued by both state and non-state expertise have full legal and legal equality. If it is not a matter of exceptional cases, the customer is free to choose a commercial accredited organization for examination of the estimated documentation or to contact a state specialized agency.
Stages of the examination of estimated documentation
No matter what institution the customer contacts, the examination of his documents will be carried out in several main stages:
- At the very beginning, experts evaluate the financial investments in the purchase of production equipment, construction and installation works and other items of expenditure. All capital investments in the construction or reconstruction of the facility are analyzed in detail for compliance with real value.
- At the next stage, the direct costs associated with the volume of construction and installation works specified in the estimate documentation are analyzed. Direct costs are the main item of construction costs. They include the acquisition of building materials, remuneration of workers and specialists, the cost of operating equipment.
- In the final stage, overhead costs are investigated. These include the costs of administrative and economic activities, the organization of construction work, the provision of proper working conditions.
